Unknown calls from Netherlands

Dutch residents receive many calls that look official. Bank helpdesk fraud, in which a fraudster pretends to be the bank's security team, became one of the most discussed scams in the country, and callers frequently spoof genuine numbers. Since July 2021 the Netherlands applies an opt-in rule for telemarketing, so a sales call from a company you have never dealt with is a warning sign in itself. Internationals in Amsterdam, Eindhoven or Rotterdam, often working for companies that call from 088 numbers, look up unknown numbers to distinguish real employers, recruiters, the municipality and delivery services from the growing number of impersonation scams.

Number format
Dutch numbers have ten digits nationally. Landlines have a two- or three-digit area code after the 0 (020 Amsterdam, 010 Rotterdam, 070 The Hague), mobiles start with 06, and 085 and 088 are non-geographic business numbers.

To call a Dutch number from abroad, drop the leading 0 and dial +31 first: 020 123 4567 becomes +31 20 123 4567. A missed call showing +31 at the start came from a Netherlands number.

Common phone scams in Netherlands

Bank helpdesk fraud (bankhelpdeskfraude)

A caller presents as an employee of your bank's security department, sometimes with the bank's real phone number on screen. They say your account is at risk and ask you to transfer savings to a "safe account" or install remote-access software. Dutch banks repeat that they never ask for this; hang up and call your bank yourself.

Friend-in-need WhatsApp fraud

A message starting "Hoi mam" or "Hoi pap" arrives from an unknown number. The sender claims to have a new phone and quickly needs money for a bill that must be paid today, often via a payment request link. Call your child's old number or ask a personal question before you transfer anything.

Spoofed government and police calls

Calls that appear to come from the police, the Belastingdienst or another authority claim you are under investigation or owe a fine. Some are automated recordings in English. Dutch authorities send letters and use secure online portals; they do not threaten arrest over the phone or ask for payment in gift cards or crypto.

Report scam calls in Netherlands

Report scam calls, texts and WhatsApp messages to the Fraudehelpdesk, and file a police report with the politie online or at a station if you lost money. Complaints about telemarketing that breaks the opt-in rules can be submitted to the ACM via its ConsuWijzer service.

Stop unwanted calls

The Bel-me-niet Register was abolished in 2021. Since 1 July 2021 an opt-in rule applies: companies may only telemarket to consumers who gave explicit consent or who are, or recently were, customers. Customers can still ask a company to stop calling at any time.

Netherlands number lookup FAQ

Who is calling me from an 088 number?+

088 numbers are company-wide numbers used by many Dutch businesses, banks, hospitals and government organisations. Calling one costs the same as a normal landline call. Because fraudsters also spoof 088 numbers, confirm a suspicious caller by calling the organisation back on the number on its official website.

Is a Dutch 06 number always a mobile?+

Yes. Personal mobile numbers in the Netherlands always start with 06, or +31 6 from abroad. Number portability means the 06 prefix does not reveal whether the caller uses KPN, Vodafone, Odido or a smaller provider running on one of those networks.

Can companies still cold-call me in the Netherlands?+

Only if you have given consent or are, or recently were, a customer. Since July 2021 the opt-in system replaced the old do-not-call register. If a company you never dealt with calls to sell something, you can look the number up on WhoCallsMe and report the call to the ACM.
